Improved Governance and Development Progress in Balochistan: End of the Parachute Scheme Culture

A high-level meeting chaired by Chief Minister of Balochistan, Mir Sarfraz Bugti, was held to review progress on public sector development and the improvement of governance in the province. During the session, he made it clear that only public interest-aligned projects will be included in the upcoming budget. He declared that the culture of “parachute schemes” has ended, and the focus of the government is now on transparency, accelerated progress, and the delivery of essential public services.

The meeting included a comprehensive review of development project implementation, completion timelines, and reforms in the service delivery system. The Chief Minister emphasized that resolving public issues strengthens the trust between the state and its citizens, forming the foundation of a strong and stable Balochistan. He added that every department will now be held accountable for its performance, and those failing to utilize development funds efficiently will face strict accountability. Companies responsible for delays will be blacklisted, and departments showing poor performance will face consequences.

Chief Secretary Balochistan, Shakeel Qadir Khan, informed the meeting that out of 3,400 non-functional schools in the province, 1,400 have been reopened. The remaining schools will be reopened in phases. With new teacher recruitments under S.B., an additional 1,800 schools will be made functional by the end of this month. The Chief Minister took a strict stance on absentee government employees, stating that habitual absentees will be dismissed. He expressed his concern that officers in rural areas often remain absent from their offices, causing severe inconvenience to the public—a situation he deemed unacceptable.

The Chief Minister directed local government representatives to monitor the attendance of teachers, doctors, and other departmental employees in their respective areas and prepare detailed reports on absenteeism and governance gaps. It was also reported during the meeting that following the Chief Minister’s previous directives, the pace of spending on development projects has significantly accelerated, and 90% of the ongoing projects are expected to be completed by next month.

He noted that projects pending for years are being allocated one-time funding to ensure their completion within the current fiscal year, eliminating the financial burden of delays. He further emphasized that while policymaking is the government’s role, it is the duty of officers to ensure proper implementation, and no negligence will be tolerated.

The Chief Minister also directed the swift completion of the Mangi Dam project and the introduction of a reliable and quality public transport system in the province to provide relief to citizens. He stressed that the next fiscal year’s budget will be aligned with the public’s real needs, and all departments must prioritize these needs while planning their projects.

He concluded by firmly announcing an end to the misuse of development resources, theft and selling of schemes, and emphasized that only legally approved and genuinely public-oriented projects will be included in the budget moving forward.
