Chief Minister Sarfraz Bugti Addresses Young Officers: Emphasizes Integrity, Public Service, and Transparency

Chief Minister of Balochistan, Mir Sarfraz Bugti, has said that young officers are a vital and dynamic component of the state machinery, and their competence and character can lay the foundation for improved governance, a transparent government system, and effective public service in the province. He expressed these views while addressing newly inducted officers who have passed competitive examinations.

The event was attended by Chief Secretary Balochistan Shakeel Qadir Khan, Additional Chief Secretary for Home Hamza Shafqaat, Additional Chief Secretary for Development Zahid Saleem, Principal Secretary Babar Khan, and Secretary Finance Imran Zarkoon.

The Chief Minister emphasized the crucial role of young officers in the development of Balochistan. He urged them to perform their duties with sincerity, honesty, and a spirit of public service. According to him, authority should not be seen as a symbol of power but rather as a means to serve the public. He stated that a good administrator is one who resolves public issues with dedication, seriousness, and timely action.

He further stated that in order to steer Balochistan out of its challenges and onto a path of development, stability, and peace, harmony among institutions and a shared vision are essential. He reiterated that the government’s primary role is policy-making, while it is the responsibility of the bureaucracy to implement these policies effectively. Young officers must understand the essence of state policies and translate them into action on the ground.

Referring to the previous fiscal year, the Chief Minister noted that the Government of Balochistan achieved better financial discipline by saving over Rs. 14 billion in non-development expenditures. He added that the effective use of development funds ensured the timely completion of numerous projects.

He also mentioned the government’s reform initiatives aimed at addressing challenges such as the increasing pension bill, noting that these measures are intended to make the financial system sustainable. He urged officers to prioritize governance and service delivery, as sustainable solutions to public issues lie therein.

The Chief Minister stressed the importance of educating youth about the history and ground realities of Balochistan, so they remain protected from misleading narratives and ideologies. He remarked that the real issue facing Balochistan is not unequal development, but rather the negative mindset of certain elements trying to alienate the youth from the state. He pointed out that imbalance in development is a global challenge, and the solution lies in fair and integrated development planning.

In conclusion, the Chief Minister appreciated the enthusiasm of the young officers and said that if they adopt honesty, transparency, rule of law, and public service as their identity, they can play a pivotal role in leading Balochistan toward a prosperous and developed future.
